one more time, login popup is dynamic ajax function, it doesn't require any captcha, because spamers can't use this popup. Popup has no separate pages, so, it can't have captcha

I alredy have instaled and is visible in registracion and login page. And now is very stupid if is not on the user login popup.

Any advice to put in popup.

User modal is dynamic part and it doesn't require any captcha. Use captcha
to protect your regular wordpress admin page. You can enable terms and
conditions page in theme option - user option.
