Ok. You mean regions. Why do not use Geo addon instead attributes?

for example if a vender sell a house in paris he need to tell in wich area the house is situated in paris  as there are many cities (not only paris) so  i have to insert all the departements

ok thank you , but the question i 'm asking my self now is , do i create each name city as attribute and the terms as the departement of these cities ,"  there are 48 cities

or do i create only 1 attribute called "City" and insert all the name of the cities as terms  ,and another attribute called "departement" and insert all the names departements  as terms ,wich is a lot, there are 1600 departements , one attribute with 1600 terms, isn'it  to much ?

yes.And category pages will detect automatically attributes which are attached to products and will show only attributes which are existed in products of current category

You can create them as attributes, you can use also Attribute group which
was added in latest theme versions

but can  i creat brand as attributes ?

for example i create :

"cars brands" as one attribute

"electronics brands" as attribute

"cloth brands" as attribute and so on

and associate each attribute with the categories that correspond to the brand

This is not possible. Brands and categories are not connected to each
