Theme Options not Getting saved in Wordpress 5.5.1

It is throwing these 2 errors :

1. Uncaught TypeError: this[binder] is not a function

File : jquery.tipsy.js?ver=1.0.0

2. Uncaught TypeError: Cannot read property 'msie' of undefined

File : option.js?ver=5.5.1:19

Whenever I click to save changes the changes are not getting saved. Plus the nav tab navigation is not working, It is not switching into the vp_current content.

From the attachment, you can see that it is not switching tabs even though I clicked it.
