rank math is counting score of content and not for header, because header
is common element on whole site and includes only navigation. it should not
be included in score so everything is correct

I have a local IT consultant assisting me with my site SEO.  The consultant installed the Rank Math application and told me that my site home page header and footer is excluded and not being scored by the application, and by default Google will also not. 

Does this sound correct?
Why would Rehub theme header and footer be excluded from page score?

His suggestion was to use elementor blank canvas and build header and footer as part of whole page to ensure included and counted for page score.  Thoughts on this suggestion?
