This is a business requirement and we need per device list of comparison items and wishlist items such that they are not shared on a LAN or WAN. 

I opened another ticket regarding development and enhancement. I am going to add this requirement to that list.

Cookie in ads code usually is not required. Other questions are answered
above. After 5 years of theme and more than 10000 active websites nobody
had a problem with comparison. This is very small chance that your users
will have the same IP.

In an organization where the users are sitting behind the same proxy server (internet connection) will see the same number of items added for comparison. We definitely do not want this way - imagine this being implemented for shopping basket.

1) How can sharing compare items, across all users behind the same public facing IP address, be removed such that its unique per device? This requirement along with being compliant to GDPR requirements? 

2) Does the current theme use cookies at all?

3) We wish to display advertisements in future. Would that require cookies enabled?

You can disable guest comparison and enable it only for users. Another way
is to use cookie. Customization will have price $50. If you switch on
cookie, site will be not GDPR ready and you must show additional ugly bar
with confirmation button that you collect cookies

There is no any issue. Comparison page for guests stores data in ID which
is equal to IP. No other possible way.

There is an issue with the comparison page that if I have two or more devices connected to the same internet connection/IP address then In one of the device if I add some number of the product to be compared then this will add same number of products/same products to every device automatically connected in the same network.

Like: If I added 2 products to compare in device-1 then automatically the same products will be added in device-2 connected to the same internet.

I think this is an issue can you please look into it and make it unique comparison for different devices connected in same IP address or internet
